they asked for the owner of the phone by name when I asked who is calling they hung up I tried dialing back message stated the phone number was not in operation at this time

Called twice on my cell phone and hung up.

These people keep calling asking for other people than myself I live alone I asked them to stop calling 5 times now and the newest twist is it rings 2 times they hang up what are the means i can go to make this stop

This telephone number continues to call my home during the early hours of the morning requesting to speak with my minor child.  When I try to explain to them that they cannot call a child they simply hang up on me.  I have tried to call it back but only get a message from Central Card Processing.  Sometimes I am told to hold and am then just disconnected but more often than not I get a message to visit their non-existing website and then disconnected.
