Keeps calling. Phishing scam

the phone gives you and identification number and repeats thing over and over. thus tying up the line. It says it is toll free. but is it.It says it's medica.  and I will check with my insurance soon.

This person is continually calling promising an 85 year with Alzheimers he will deliver $2.5 million if they Western Union some money to cover processing fees. This is a scam!!

They keep calling my cell phone and using up my minutes! I tell them to stop calling but they won't. No clue who it is.
