Someone spoke in a different language.  Call received at 1am EST. Is this a scam if so, how does it work?

It was a robo caller saying they were from the Social Security Administration and to call back 561-257-0899.

This number texts wonts you to pick up money for them and they will give you a cut out of it they say they are Mark Zuckerberg and he needs you to help him out by making these small money changes but it isn´t Mark Zuckerberg at all and they will hound you to death wanting you to pick up money then send it to Africa

ended up leaving msg for cousin, is really obnoxious & say he is phoning about his social & name used, however is looking a lot of questions about her.
