Heavy breather.. Harrassing unwanted phone calls

Trying to pose as BG&E saying your service is being shut off and you have to pay. Clearly calling from another country. Very strong Indian accent and connection was not good. Trying to get money by phone.

They have been calling for several months. How can I block these SPAM calls?

Receive 4-5 calls a day to my cell phone from this number. If call is answered there is a recording asking if want to accept call or press 2 to leave a voice message.  When calling back the number a spanish sounding woman answers in a quiet voice and plays dumb.  She apologizes and blames it on her kids.

I know nobody called Thomas bowles
