I received a text from this phone number without my permission to market the Baskin Robbins special for .31 cents I am afraid to call this number or text this number back because I might get a fee or something or that this might be some sort of fraud activity. Please help me get this resolved.

A Dallas, Texas area code calling a Portland, Oregon area cell phone. I'd say this is likely a telemarketer or something along those lines.
