Calls daily says they have a "driving" job I would be interested in. I have told them time and time again and blocked them but they keep changing numbers. Have told them to cease and desist calling and they ignore.

Sounds like a phishing robocall.

it was a text for a visa cc for $100 dollars

Reported as Unsafe and Spam Risk. Robocaller ignoring do not call registration. Fails to leave voicemail. No Caller ID. Report to FTC and block number.
