How is this a land line? It is sending me weird texts! I’ve also been getting strange calls from multiple numbers today!

Received a call from this number no voicemail left. I tried to call it back numerous times and keep getting a recording that the call did not go through.

This number has called my husband's cell & my cell today. We have no idea who it is. They left a message on my cell saying it's urgent to call them back wondering if I received something they sent me & left a "reference number". I'm not expecting any packages nor did I order/request anything from anyone. They didn't leave a message for hubby.
