con artist looking for money posing as an advocate for the mentally disabled

Male caller on my cell from 'Texas Dept. of Health Services.' I asked how he got my number and what he wanted. He said it was computer generated and it was about a survey. I said remove my number immediately, this is a private line, and I hung up on him. I would guess these are fake surveys done to determine if cell numbers are valid. There is no Texas agency with that exact name.
